"Worried about someone taking pictures of you surreptitiously? A new bill would require all cell phone cameras to make that shutter-click noise so you'll be warned when there's a peeping tom in the locker room with you."

Good lord.
Better prohibit SLR owners from using lenses longer than 35mm, too, to make sure that the natural shutter sound is audible from all usable distances (your subject probably won't hear your shutter sound if you're at 400mm).
