frame as a picture

I see them all the time at craft faires and all...anyone know how to make one of those pictures that also extends into the matting? Does that make sense?

1) Complete all the edits you need to on the pic including crop to final aspect ratio.
2) Copy pic to clipboard.
3) Enlarge remaining pic 120% (or to suit your tastes)
4) Blur (radial, gausian, etc)
5) Darken and lower contrast to suit your tastes
6) Paste (from clipboard) as NEW LAYER
7) Select appropriate color, draw rectangle

Ken's example isn't a "Frame". It is more of a matt that prints when the photo is printed. You can also make a "matt" that you print larger then you put your photo behind the matt.
There are some that are frames where a canvas print is mounted over a frame and then the photo put inside the frame.

hmm...now i am confused LOL

I just want to make a picture that has the picture and then the mat which is also part of the picture but slightly raised...and then you just stick a regular frame on it
