It is Air Force One only when the President of the United States is physically aboard the aircraft.

He was not aboard.

Doesn't make it a smart PR move under any circumstances.

maybe this was in part to get the public paranoid again to justify some invasion of a foreign country.

All politics aside...This was a classic "what the Hell were you Thinking" moment by some mid level official. I am sure at some point the phrase "well it looked like a good idea on paper" will be uttered. I had heard they had one scheduled over the D.C. area that same week.
