I used the GIMP before I got Photoshop. It does a good job - especially for FREE!

Probably PS Elements, because the knowledge gained from using it could be applied to Photoshop in the future if they decide to upgrade.

Gimp is the open source equal to Photoshop. It is not equaled...but it is as close as you get for FREE! Truthfully the tools are very similiar as is with most graphic programs...so a future switch to phtotshop wouldnt be too steep a learning curve.

Some that I use
PSP-X (pretty cool). Latest update now can open D70s files. Yippee!
PSE3 or 4.
Gimp - price is right and works pretty good.
IrfanView - neat little viewer basic editor
RSE - Raw Shooter Elements
RSP - Raw Shooter Pro
NikonCapture - if you use Nikon of course

I love PSPX, but I am having some trouble with it since downloading it's recent update bundle :( It's much more intuitive IMO than ps CS2, but I am trying to get up to speed on cs2, 'industry standard' and all that, lol. The heal tool is quite handy.

I used Paintshop Pro before I got Photoshop.

I was at a garage sale and found the PSP 7.0 disk in a box of floppies. Bought the whole box for $5

Depending on what you want to do to your photos, Picasa could be a good choice. It's free and has a lot of basic photo editing capabilities (red eye, color/contrast adjustments, creative tinting, cropping, printing, etc.). It also works as a photo organizer and is a Google product.

Photoshop Elements.....which isn't much more than Paint Shop Pro and the current version of PS Elements has about 85% of the tools that Photoshop has

the rest are just toys...lack of color management and not having a history brush limit the others too much.

or save $$$ for photoshop.

Thanks everybody. I pointed all these suggestions out to the person asking. Looks like they will go with PhotoShop Elements.

Not everybody needs all the things PhotoShop can do. Guess that's why we have all these alternative editors. Appreciate the tips.
