I may be missing something, but the guy says:

This would decrease my exposure by 2 more STOPS and mean I could match the sun’s power at f/4.5 @ 1/200, and in turn increase my recycle time.
Using a ND filter affects your flash exposer also, so how is that going to increase the recycle time of the flash?

You know, the ND filter only blocks sunlight and passes all the light from the flash straight through. It's magic. Only the ND filters from Ritz Camera do this, though.
