How did the photog get this effect off of the prop tips? It does not appear to me that it was panned.

I know an airport where they would allow me to walk out close enough to the runway to try that but the flash might give the pilot a cow.

I think it's just the moisture in the air being spun up by the prop, similar to the trails you see on a modern fighter making a multi G turn.

Dont think its any FX.
Those old birds in many cases had white tips on the blades. (front ring).
Also agree with the above about air moisture being compressed by the turning prop.
