Well, that's an open-ended question. What are you trying to accomplish?

If you want to freeze the action completely, ie for sports, 1/500 is a good place to start. For candids and portraits, maybe consider 1/80 for handheld. If you want to capture some motion in your shots then start around 1/40 or less.

Really, there's no definitive answer until you tell us what you're after.

If you are wanting to have both windows and interior spaces exposed correctly, you are going to have to do some painting with light. The easy way to do this is to expose for the outside light and then manually pop off your flash to fill in the darker corners of the room. This is the film solution to the issue. The digital solution would be to set the camera on a tripod, do one exposure for the outside and one for the inside and lay one over the other and blend appropriately.
I know the theory but havent done this before. How many here have done this??

Assuming you mean a wall of windows. Another possibility: wait until late in the day (or maybe real early, depending on which way the wall & windows face) when the outside exposure & inside exposure are nearly equal. You'll have to work fast. The light changes quickly. And, it's about the total exposure equation. Shutter speed is only 1/3 of the equation. You really need a tripod.

Matt, for what you described I would probably use a shutter speed high enough to give me an exposure of around 5.6 on the windows then add enough flash to bring the exposure in the room up to around 5.6. Be sure not to photograph when direct sunlight is coming through the windows. You will also probably need to use a fairly low ISO to keep your shutter speed at or below maximum flash sync speed. Or you can borrow my D70 which syncs at 1/500th sec.
