I don't know of specific software that will handle this for you. Where I work, we take passport photos but we have a Polaroid camera/printer that has the specific sizes in it. We select the passport type and it shows us, on the preview screen, a "box" that we use for framing the face. It prints the proper number of images in the right size. For instance, for a US passport it must be a 2" x 2" image with the head 1 - 1 3/8" from the top of the head to the chin. So, knowing these types of measurements, you could certainly make up a Photoshop template that you would just drop the picture into and re-size it to fit. The pain would be in finding out all the specific measurements for each type of identification for the various countries you would be dealing with and creating the templates. (Google would be your friend here.) But once you have them created it would just be "kill it and bill it".
