It seems as though the image foreground moves independently of the the background even if slightly.

There is actually a name for the effect but I forget it's name. There are several ways to create it. I did something similar in a video I did and used Adobe After Effects with a 3D layer and a camera layer in the opening of this video http://www.prestontoddbradford.com/Video/MHS_song_1.wmv at the 1:08 mark. Long story short, I extract and then place back on a different background layer.

You can do that in Sony Vegas Pro as a layer.
Its basically 2 image layers + the independent text layers.
For the image layers, you need the base layer (ie: background), then you need the highligted subject you want to play with on the background. (hopefully the subject or focal point thats actually part of the image to begin with).
On the hightlighted subject layer, you pretty much eliminate all the background except for the subject.
You can lock the images together on the same spline path, then manipulate the motion speed of the subject just slightly to get the affect.
Its a painstaking manual manipulation, but the outcome rocks!
