OK, so here's what I want to do:
Expand the canvas size (I know how to do this)
Select a single layer and resize it to fit the new expanded canvas.

Can anyone tell me how to do this? Right now I have to create a new image, paste the layer into the image, resize the new image, copy the new image and paste it back into the layer. There has to be a better way.

select layer, ctrl-T for free transform, hold shift down when clicking and dragging on corner anchor point, hit enter when done? Not sure it's the best way to do what you need, but the first thing that came to mind.

Ray, thanks but I'm don't think free transform will give me the control I need. I only expand the canvas by 4 pixels and it's an aproximately 2000 pixel by 3000 pixel image. If I expand via the free transform it will let me drag the layer past the canvas border right?

Don't know about Photoshop, but in PSP, there is a check box in the resize dialog that allows you to resize all layers at once or just the current one.
