???? Do you mean a raw file? In PS, look up top and click on the "bridge" icon. Find your image, right click and open in "camera raw".

I still have CS3 on my laptop, so this is fairly straightforward ...
Using "bridge" ... select the JPG photo, then right-mouse click and you'll see a list of menu-items that shows "Open in Camera Raw" ...
I don't believe you can open into Raw via photoshop though.
Hope this helps you out. Also hope you're not haze-grey & underway.

I don't think you need Bridge. I don't have CS3 loaded any more, but I think it's the same in CS3 and CS4.
On the Open dialog box there is a drop down menu for "format". Simply select "Camera Raw" and away you go.

A JPEG is not a RAW file just open it directly in Photoshop. There not much post you can do to a JPEG. Why aren't you shooting RAW?
Why JPEG's are bad, JPEG Follies.

In Bridge you have to set it in your preferences in the Camera Raw settings you have to select "always open jpeg files with settings using camera raw settings"

Have you tried right clicking on the file and selecting "open with". That is, if you are working in Windows. You can also set up a file association where by double clicking on the file will automatically open it in what ever program you wish. Choose the wrong one an you end up with garbage however, so select an image editing/viewing application.

If you use PS CS3 you need to install "Camera Raw" (4.6) in addition to PS CS3. That doesn't automatically install with CS3. Once you have installed it, PS will pick up raw files as well.

So everyone has explained going to Browse and opening a jpg, but if you want to do it straight in photoshop, you open Photoshop first. Then go to File - Open and you will get a dialog window where you can look for your file you want to open. If you look down in the bottom left, you see a drop down dialog box that I have set to Camera Raw here. Just choose your file and open it now.
