This question is like asking what car brand gives you the best ride for your money.
Depends on what you consider a good ride.

Photoshop is generally considered the icon of PP programs, but Lightroom is
coming on very strong.

There are a thousand different specialized programs that will work within either of these two 'mother' programs.

For those wanting to go open source / free software, you can check out GIMP instead of PhotoShop and digiKam instead of LightRoom. Both are great products but lack the massive support and following that Adobe products have. And the best part is you can get them for free.
