another photoshop question

OK, I need to either take my original background and reopen it in RAW and make a few changes then import it back into photoshop and keep my other layers in tact or, how can I copy all of my layer work and put it on a different picture?

Just drag and drop in between pictures.

Open both pictures, click to highlight the layer on source then hold and drag that layer (chain and link all layers for multiple-layer, or put all into a folder) onto target picture.
