Does anyone know how to lock the size of panels in Photoshop CS4?

I am -constantly- resizing the "Layers, Channels, Paths" and the "History, Actions" panels because they keep resizing themselves based on whatever content is showing. I probably spend a non-trivial amount of my processing time resizing these panels.

edit: More specifically, when I click on an adjustment layer, the "Adjustment, Masks" panel becomes larger and resizes all of the panels above it. I don't usually leave the "Adjustments, Masks" panel open. When I close it, the other panels that got resized stay small and I have to resize them to their original size.

Go to Edit>Preferences>Interface for the Panel and Documents Options Box

I have all my panels on a second screen and they are locked and never change. I only have Auto-Show Hidden Panels & Remember Panel Locations, Checked. The other three options are NOT checked. This should lock them in place unless you move them.
