I really like this womans portfolio on Flickr.

One thing that I've noticed is that a lot of 'fashion' photographers use a lot of this kind of look in their processing.

What are the bases of this kind of processing. To me it looks like a bit of a 'cold' tone, with a bit of desaturation?

Anyone have a bit of an explanation of how its done?

tag thread... i think it's exactly what you said .. desat and cold tone .. may be also limited tone

- pick the outfit to fit the ambient mood
- in lightroom , bump saturation to -20
- adjust white balance toward lower K

Seems like a special purpose process to me. The colors get alittle strange.
Try REDPAWMEDIA.COM. They have a free DL with explanation of what the process is to accomplish.
