Looks like out-of-the-box "cross processing". A quick google search should yield plenty of actions, and I believe Photoshop comes with one already.

try Pioneer woman action set 1 and 2. I don't remember which set that is in.

you can create this look using one of Photoshop's Default Actions as well as using Curves in Photoshop.....

it could be worse... the OP did say he came across it on the web. At least the OP isn't trying to claim it as their own.

wow, I'm away for 2 days from TPF, had no idea I stirred up such a havoc!

To the owner of the image: Eric, my apology for using your image without giving proper reference. My original thought was any image used for public critic purposes other than your own should remaind anonymous. I may be off there; but any offense caused was unintentional. Hmm...I must have amnesia because this happend last time with Ed Pierce's work which I had questions about..... It's my bad, regardless of my reasoning. Please accept my sincere apology.

By the way, Eric, I do love your work and hold you in high regard when it comes to the craft of photography. However, to copy your style or work was not the idea. Everyone has his/her own uniqueness that can not be copied. If I was to use your pp technique and get the exact looks, I wouldn't be able to charge more than you j/k Well, I don't think you should give out the secreat ingredient to your pp technique. That's what makes you you. Beside if you do that, the competition will soon over take you by charging half what you charge and produce the same quality work. The idea is to glean from the works of other successful photographers in order to improve you own style. Kinda like what the japenese did in the automobile industry.... There a thousand ways to skin a cat when it comes to creating cross-processed looks. But I find yours exceptional well done in terms of balancing the cool/warm colors with difusion and yet maintains sharpness. Your images rock dude! and I have to work on mine...

anyways...hope I didn't cause too much grief here. One thing I know for sure, I won't ever make another 'critic' post without giving proper references (tattooing that on my hand...)

For those curious minds, well, after some experimentation, this is the version I came up with. Not as romantic as Eric's pose, but I think the color mix looks alright What do you think? (before and afer cross-process)
