Not sure how it was done, but my guess it's a combination of 3-5 different photoshop filters. Possibly used:

YES...YES...Sonny very close if not exactly just need to mess around with Artistic - Poster Edges for one of the effects. Sketch - Stamp for the other effect. Sonny does seem to know everything.....
