Requesting help to resize passport photo

I have a pass port photo that I need to include in my immigration paperwork
however it does not meet the required diminsions set out by the Govt. *
They require 2" by 2" and what I have is 1.8" long by 1.4: wide. I have scanned it and need to process so it can printed out at 2/2 at professional print shop. Is there a way to do this in PS Elements v5?

Picture was shipped to me from the Philippines at a cost of 30 dollars so I hope to save there also I need to file my paperwork ASAP so we can be togeather again.
