How to make eyes look like this?

Does anyone know if there is a special software for this-or can you do it in photoshop? They are almost glass-like.

if you want to fake it, you can "try" to do this in PS... but even explaining that would take me to long to type out.

I think they look glassy because of the reflections in them.

The eyes look like this because the exposure is closer to being correct for the reflections in the watery eyes than for the skin of the subject. See how the blue of the sky is so blue. When properly exposed the reflections will be more white.
