I am not very good at this just trying to learn. I am recieving pix from camera phone and the size is small. Like 72 pizels. Is there a way I can make this larger and be in focus. What do I need to do or can you? Thanks

The 72 pixels is most likely the ppi (pixels per inch), which is more or less meaningless until you print. That just tells the printer what the dimensions of the picture should be, in inches. The actual dimensions of the picture will be a height & width - 2000x3000 pixels, for example.

There isn't really anything you can do for an out of focus picture...

No. You can't really create more pixels. If you sample it up using photo editing software all it will do is interpolate or guess where pixels are to be added resulting in poor quality.
