You might try looking at Calvin Hollywood. He's on Kelby Training and has some you tube stuff. Good luck.
First you'd have to get the lighting like that. Looks like he's using more than a couple lights there.

the lighting is probably simpler than you think. it's a lot of p-shop techniques, i doubt it just plugins. its a mix of HDR techniques, and a lot of "dodge and burn techniques"

Not a plugin, plugins are for chumps and every person who speaks in universals is also a chump.

There's actually a crucial step missing (don't know if he did that on purpose) but half of the fun is figuring that part out yourself.
And I would disagree with Marshall and agree with Rick, I see what looks like 5 light sources (not counting the background light), add in the fact that he is shooting with a $4,000 camera (and that his other camera is at least $40,000!) I think its safe to bet that he doesn't skimp on the lighting either.
Its a flash technique mixed with tone mapping. There is flash on all sides to freeze the subject then you just tone map it. And as arich said a nice camera doesnt hurt.

Looks like lighting and nik filter tonal contrast.
I'm sure that someone using gear like that isn't using any actions or plugins. Just keep playing around and hopefully you will find something that makes you as happy but is different :)
