In your particular work flow, do you use Proof Setup and Proof Colors for images destined for web only? It appears that if I don't, what I see in PS can be different from what I see outside PS.

No I don't use any special proof setup. However I do make sure to convert the image from my working colorspace (Photopro RGB) to sRGB before saving for the web. If I save them in Adobe or Photopro colorspace then the colors come out looking flat when the web browser renders them.

Here is the trick, undersaturate to where you know it needs saturation, then convert to sRGB. The conversion will boost the saturation up for web purposes. If you leave it in Adobe RGB it will as previously mentioned look flat (unsaturated)
