Not sure I understand the question.
A graphics tablet is a physical replacement for a mouse. E.g., those sold by
Wacom are really good.
They are pressure sensitive mats that you use a special stylus with to draw, instead of moving a mouse.
When you've got one of those plugged in to your system and the right drivers loaded, Photoshop adds several options to the 'brush dynamics' options in terms of how the brush shape changes - with pressure or the angle of the pen on the tablet.

But - you can also use Brush Dynamics to change the brush size, with just a mouse. The only thing you can do there is change the size with how long you use the brush for - so the longer the stroke the smaller the brush gets, or the bigger, or the colour fades out etc. Again, those are in the 'brush dynamics' tool options when you are working with brush. Search for 'brush dynamics' in the on-line help to see how to use it.
