I've been using Photoshop for quite a long time now and have developed some quick processing technics. Here's one for folks (like me) who try to avoid extensive processing. This is the 'after', a shot from a scenic overview at Garner's state park. Not a special shot, but much improved and usable.

Here's the 'before'. The sky was as washed out as it looks. In fact, I has to wait to catch the little bit of sun that is there. Processed as follows:

1. Shadow recovery, sharpening and contrast boost for the entire image.
2. Increased the Cyan saturation by 50%. That brought out the blue in the sky and changed nothing else.
3. Did a tone select of the clouds, with one 'grow'. Boosted contrast of the selection only -- by a good measure.

That's all I did. 5-10 minutes of processing.
