Neck Stretching - Beauty Perception Video - what software

A lot of you have probably seen that video of the young lady with make up artist and her photo ends up on a billboard sign. At the end of the video it shows them giving her a longer slender neck, larger eyes etc with computer software.... Not sure what software is being used. Can Photoshop do that and what tool what I use. I have been playing around with the liquify tool and have had some success making arms slender etc... but I now have a photo with a lady without much of a neck. Is there a way to select her head and raise it slightly giving here the appearance of having more of a neck than what she really has........with photoshop?

The software in the video is faked from photoshop composites.

They took about 150 screen captures while the retouching was going on, broke that down to 50 odd scenes, then faked menus and a 'software package' that does it all in a more visual way.

The actual retouching was done in photoshop without any magic 'neck stretching' tools.

Thanks for the answer Gordon. The making video was interesting. Looks like there was a lot more work that went into making that than I realized.
