I bit the bullet and ordered the CS3 Upgrade for Windows. Will I have to reinstall all the actions and plug-ins after the upgrade? Any word on compatibility issues with Neat Image or any other products?

Compatibility issues, should there be any with the third party software you use, will vary per software package. Contact your software manufacturer for the particulars.

If you've installed your plugins into a separate "additional plugins folder", then all you should have to do is point CS3 to the plugins folder in Preferences. If not you may need to reinstall them. I'd recommend installing them to a separate folder to make migration easier in the future.

Actions will need to be reloaded by using the load command on the Actions palette.

Thanks, Frank and Jeff!! I realized I had lost my registration info for NeatImage but they were kind enough to resend it to me. Still have a few more plug-ins to go through. I'll be sure to restructure how I have them on the hard drive so the next upgrade will be a lot easier.
