Add a Hue/Saturation adjustment layer, check off the box marked colorize, then play with the hue and saturation sliders. Start somewhere around 0-30 on hue and 5-20 on saturation. It's just a matter of taste on the exact tone you want, but this will get you in the general ballpark.

There are other methods that are arguably better at toning, but this will get you there quick. Then just mess with the contrast/curves/levels some also. Hope this helps.

Edit: Forgot to add, the adjustment layers are obtained by clicking on the little black/white circle on the bottom of the layers palette. Good thing is the changes are not permanent until you flatten the layers or save(which automatically flattens them). If you change your mind(before flattening), just double click on the icon of the layer and you can change the previous settings. Once you are satisfied with the settings click Layer-->flatten layer.

There is also a free down load "Virtual Photographer". It's been a while since I downloaded it but the easiest way, if I remember correctly, is to save the download to your destop. Then follow their instructions.

Free, good and works with Elements and PhotoShop.
