Dan Margulis has already given his comments on this paper. His basic criticism is that the examples are of objects with dull colors, and that the only bright colors in the examples are the color swatches, which carry no detail. In these examples, using the global (non channel specific) corrections of ACR or LR can give almost as good, or as good, results as Photoshop.
Where ACR falls short, according to Margulis, is in the following situations: large brightly colored areas that need to carry detail (flowers, for example); photos with different casts or graduated casts (mixed lighting is the most typical example); photos with a single cast that includes a colored area at one end of the dynamic range that also carries detail.
Right now, I'm still using PS CS1, so this discussion is still largely academic for me. The version of ACR I have is simply inferior to PS for everything except white balancing and sometimes bringing the exposure/brightness up into a workable range.
