Is a matte-finish paper, such as Kodak E-Surface from Mpix, basically the same thing as a matte paper (e.g., Epson Enhanced Matte Paper)?

no.

The matte papers are smooth surface, but still retain a slight sheen - but no reflection
Lustre has a little more gloss and texture to the paper.
glossy is well glossy.

Sometimes lustre is referred to as matte
