If I download the new Raw converter that supports the Sony A 700 will it delete my support for the Minolta 7D? Or will it remember both?

Updates to ACR are always backward compatible. Check the Adobe web site release notes for new cameras supported by the update and you'll find your old one still on the list.

Do you know would I still be able to open them with the cameras software if I really wanted to?

Yes. You may have to start the application first, then do a file->open because ACR may register the file extension to Photoshop rather than the Sony software.

I did this last time but can't seem to find the right file.
where is it exactly? The one I replace?
Isn't it plugins?

OK I just put it in plug ins. And it works as long as I tell it to "open with" and then I had to browse for PS

the raw file has a .8Bi extension. Extract the file to a known location, then search for your camera raw.8Bi file. You should find your current Camera Raw.8BI file in c:\Program Files\Common Files\Adobe\Plug-ins\CS3\File Formats

Change it's extension to .old and copy the new camera raw file to that folder. Restart your CS3. You will now have the latest ACR installed, but you may not see that when you open a file in ACR. It may tell you ACR X.X (version) instead of 4.2

That is because X.X will be the version of ACR that supports your raw file. Don't let it bother you, you will still be able to use the updated sliders as designed.

when I double click it still opens in the sony software but now PS is there as an option to "open with".
If I tell it to always open with PS will I still be able to tell it to open with the sony later?

There is probably an Options Tab in the Sony software that is set default to open all images from your camera. You find that un-check it as the default, then Photoshop CS3 Raw should be your default. You can always choose to open them in the Sony software if you want, as long as it is loaded on your computer.
