Did you look at Elements? Far less than CS3, but the new version still does a lot.

I havent really looked into anything just yet, I just wanted opinions on where to start. And suggestions on software that can do a lot but not quite as expensive as PS

Keep in mind, I don't know a whole lot about post processing, but look at Paint Shop Pro, I got it for about 80$ and so far, I have not been able to do anything in CS2 that I can't duplicate in Paint Shop Pro. Also a lot of the plugin's wont work as well and they are not as plentiful as PS.

Also take a look at ACDSee. I have PhotoShop CS2, but for some things ACDSee is faster.

A copy of lightroom, and photoshop elements will get you a long way towards control of your digital output.

But then again, when you total up that cost, it ends up being clsoe (75% of) to a copy of photoshop.

The Gimp

Free download... open source Linux project that in a nutshell does everything that photoshop does. Google all kinds of reviews for it and the response is pretty much the same.

I'd highly recommend PS Elements 6 (it can be found for $100) and it's really the best/easiest combo out there.

An advantage of Photoshop Elements, too, is that it will get you used to the full version of Photoshop if and when you decide to open your wallet a little wider. I've found Elements to do nearly everything I need to do, with very few exceptions.

Paint Shop Pro is pretty cheap, and I've seen people who get great results with it. It has many of the things that PS has, but which are not included in Elements.
