Can someone please tell me how to blur around an object using PS?

Also, what is the easiest way to remove unwanted people from a background? here is the attached pic

mike-see attached.
1-cut out couple using pen tool
2- past couple on new layer
3- clone out wanted guests (background layer)
4- eat away couple on background layer. this is to prevent a glowing edge around couple
5- gaussian blur
6- add garin to match

steve-see attached pic. this is what i meant by "eat away". this step is to eliminate soft halo/glow around the subject when the background is blured.

see glow.jpg. you can clearly see the glow around the couple. this is what happened when you blured the background without "eat away" the sujects.Name:  ate_way.jpg

yes, i used clone tool. but, since the background is going to be blurred anyway, i didn't spend too much time with accuracy.
