I'm currently resizing my photos with irfranview. I need one that doesn't lose the resolution and detail. They look way too pixelated by the time I resize. Any suggestions appreciated:)

increase your DPI setting - for viewing online, I use 80, for print quality, use 300.

Go to Microsoft and download their "Resizer" a cool little tool that is FAST. Do a search under Power Tools.

the math behind the resizing has the most to do with the quality of the results. I have no idea what Ifranview uses, there are many, many algorithms to resize; many of which are pretty awful.

If it gives you a choice, try some other resize methods. For example, PSP gives you the choices of:
Smart Size
Bicubic
Bilinear
Pixle Resize
Weighted Average

The last 2 will give perfectly horrendous results, the others quite good results, with Smart Size seeming to be the best for photographs. Pixel resize is the same as digital zoom on cheap digital cameras/scanners, with weighted average only slightly better. Each has a place depending on the type of image (line art, photo, etc)
