You can use Paint, open a file and go to save as and select save as type at the bottom and choose 24-bit Bitmap.
Photoshop will do it in the same way but I am just mentioning Paint since it comes with XP...not sure what Vista has.

Brian, There are a couple of free converters out there that i have used in the past for file viewing, and they have the ability to convert from one format to another.

Faststone Image Viewer - (www.fastone.org)
Irfanview (www.irfanview.net)
