Might want to mention it requires owning a full copy of Elements already.

Also, you might want to try this out with a bit of caution before getting too excited.

My wife also got the same email, and accepted the offer. She purchased a boxed edition for $299. This is legit. Not a scam!

My warning comes because after accepting the offer, the web address in the email brings up a pop-up saying that the offer has already been accepted, and the page you are taken to is only for the full version at $649.

This web address in this email may be tied electronically to the License of the person who received the offer.

However, if the page you are taken to in that link doesn't work. You might try calling that phone number and see what happens. 1 800 585 0774. As stated, A license for Elements WILL be required.
When Calling Mention code PSEPSHOP50US

I say this about the electronic license link-up, because Judy did not have to give her Elements 5 license when she placed the order. The software accepting the offer must have already known, due to the web address link.

Adobe had this same offer back in March, I think, and I converted for $299. I did have elements 5.0, but I don't recall that being a requirement. Regardless, this offer is legitimate. I did, however place my order by telephone. I love CS3, but there is a definite extended learning curve and I have a long way to go.
