On your layers pallet make a copy of the photo. Then click of FX (still in layers pallet) last item is stroke. Click that. Then choose the size of border, I choose inside and then the color.

Make a new layer, Select All, Edit Stroke (Select Color, Size and Inside.)

If you want the stroke around your image instead of over it, go to Image->Canvas Size and add 10 to the width and height. Make sure the center square is selected for the Anchor and select your border color from the Canvas extension color.

Yep, this is the best way to do it. Plus, it's pretty easy to save as an action, so in the future all you have to do is click and it's done
