To send an image to photoshop with lightroom edits applied; Press ctrl+E. Edits such as cropping in LR are only applied as ratios, not absolute dimensions. You still need to open image size in photoshop and establish/set your dimensions and ppi.

How you export the image makes a difference. What are you doing?

Go to Photo, edit in, photoshop (or press ctrl + e ) and lightroom will pass the file to photoshop as a psd without any compression.

What you are doing in the file export dialog requires you to adjust the image output dimensions and the dpi you want the image to have. That's not a problem if you want to work with a jpeg image in photoshop, but it will not provide the best results. The results will be usable, but not optimum.
