I have been trying to learn more about layers in photoshop and notice that the tutorials seem to suggest that all adjustments should be made in layers. Is this because its more precise?

Easier to make changes?

or less degrading to the photo?

Using layers is not any more or less precise, it is just a convenient way to make adjustments w/o messing with the pixels in your original image. When you are sure that you have achieved the effect that you are looking for you can flatten the layers and make the changes permanent.

The simple way to put it is that with layers you can make changes without directly modifying the original image. Very useful.

You can make more adjustments with layers than without.

Also, by adding a layer mask, you can paint the effect in or out on a particular area. You can also adjust the amount of the effect by adjusting the opacity of the adjustment layer.

I use layers, but the biggest reason I do it is that because when I do something if I mess up I can delete a layer instead of closing the image and starting over. It's nice to be able to make changes in steps without starting over each time you do something you don't like.

Don't close the image. Instead, do the File>Revert to save time.
