Is there much of a difference in print quality if you save your images in photoshop at a quality of 10 as oppose to 12?

Yes there is, but it depends on what you want to do with the image. For display on monitors it is ok. To print from is not always good. If you will be putting it in an album on another canvas, not good.
Set up your own example and you can see the difference. Take an image save as #12 with name 'x'12.jpg, then re-save as #10 with name 'x'10.jpg. Now open both in PS and you can then see the difference.
