Uh, there are a bunch of women on this site, so I wouldn't limit yourself to just the "gentlemen" here. Actually I don't know if you'll find anyone answering to that description around here.
As far as hand coloring, a company named Marshall's makes all the oils and pencils that people use, so if you google "Marshall's hand coloring" you'll come up with some tips. They don't seem to have a website listing of their own, though, so it will be a bunch of other sites about Marshall's tools.

Figured that was coming. There are 8 zillion books published on the ins, outs, ups & downs of Photoshop. They take up all of the shelf space devoted to photogrpahy at Barnes & Noble.

Y'all got a decent scanner? Y'all know how to operate the decent scanner to produce a decent scan of the photo?

Good luck. While Photoshop can do anything, hand coloring black and white prints may be one of the things that Photoshop can not do.

Why would anybody want to (ruin) better make that improve perfectly good black & white photos? Huh? Presevation is ok.

I've found a wealth of tutorials on youtube. Here's a quick search but look around and you'll find a video that will suit you.

OK-so I happen to teach a unit on this in my class-both old school and Photoshop. The kids love it. You can achieve some interesting spot color effects on prints with markers. If you are using oils on b/w prints, a little goes a long way. The sheerest layer possible will deliver the kind of look often done during the 50's to portraits. Marshall's recommends using qtips instead of brushes to avoid brush strokes. Sometimes I use my fingers, especially for skin. Same concept works in Photoshop, but it often delivers kind of a pastel look. Drop the opacity and paint or select an area and change with the color balance.

In the children/family section of my site is a little girl with a rose and garland. It was painted on a b/w print several years ago.
