I post web photos that have been downsized for the web, 72ppi resolution, is that enough to prevent someone from downloading and printing a copy for their use.
I had read that by doing that, the resolution on the image would be so bad that a decent print could not be made...any truth to that, or do I need to be doing something else?
I hate using a watermark, as I feel it distracts from the presentation on line.

try one for yourself, assuming you have a printer. a file saved at 72ppi printed at 5x7 will look like total crap.

The only way to safe guard against that is to not put it on the web. Watermarks can and have been removed.
