Perfectposters is $11.26 for a 12x36 on heavy (very heavy!) paper (matte, satin, gloss). You can specify full bleed or 1/4" white border (no extra charge) if you desire.

Standard shipping (4.85) would have it to you next Wed if you ordered before noon today, total cost $16.11. Your overnight shipping would have it to you tomorrow for ~$40 shipping; ~$51 total.

12x36 frames are very common at Hobby Lobby, Garden Ridge, Michaels, Aaron Brothers.....it's a standard size. I've bought several and they're usually $20-$50 complete with glass. There's also the ubiquitous poster frame with plastic 'glass' for well under $20, sometimes $10 on sale.

Call Mark at Imaging on the Square. I believe he can print this large. His prices are amazing as is the quality of his work. He prints to several materials, including watercolor paper (textured and smooth), canvas, etc. They are also master framers and are the only ones I trust with my work. Amazing quality and price...

They're in McKinney (downtown) and are only open Mon-Sat from 10-6. Mark is also a pretty darn good photographer (sports) and has amazing technical knowledge.
