is it the head that determines the weight limit of it or the leg stability?

Typically with the sets (legs + head) it is the lower of the two, and it is hard to tell unless they list the head and legs separately. Usually you see the legs alone have higher weight limits than the heads do.

BH-00 has the same load limit as the legs + head: http://www.benrousa.com/products_details_BH00#specs

hmmm.... I only ask b/c this one is only rated to like 4lb but I have a head that is rated to 21lbs..... this head would not be able to hold a 1D3 2X and 300 2.8 but dunno if the legs would.... be a great set of legs but if they can support the 10-12lbs gotta keep looking.

Yeah, tough call on legs if you cannot find a separate load rating for them. I would speculate the legs can support more, but that is pretty much just my hunch. Legs sold separately will have the load ratings. I looked at a LOT of separate legs and heads before deciding on both my tripods.
