I downloaded a photo to this site and it is to big, how do i delete it are make it smaller.

Resize it to about 700 on the long side, and save it at a low to medium quality setting, and see if that doesn't get it.

Sorry. I misunderstood. I Must start reading more carefully!
I was going to try and help figure it out, but I guess I have never uploaded any since we moved to this vBulletin software. All of my pictures are now hosted by my photo website, and my uploads were apparently to the old software. Or, that part of my history was wiped out when we got hacked last year.
Hopefully, someone who uploads will see this and be able to help you.

Edit the post. You can do just about anything by editing the post.

Look for something like 'Manage Attachments' after you click on the 'Edit' button.
Delete the old photo that's too big, then upload the replacement.
Make sure the new one has a different file name.
