i was going to say, you should still call the consulate. Just b/c there is no visa and you have to fill out the same form as a tourist, doesn't mean there are no fees. excellent advice.
i think people are misunderstanding the difference between "working" and being in a foreign country on "business." one only need to say they need a work visa for a business trip to understand the difference.
