Welcome to the forum, and I applaud your enthusiasm to get into wedding photography.
I might suggest that you seriously consider offering "assistant" help rather that offering yourself as a second shooter. Many, including myself, feel the second should be as good as the prime, as we are placing a tremendous amount of confidence in them to get the shots, and therefore a second needs to have some demonstrable experience.
Starting as an assistant will allow you to see how weddings work, how different photographers approach them, how to use the lighting to your advantage, and probably get some shots during the reception, etc. Typically, after putting in some time with me I will let assistants shoot during non-critical portions of a wedding so that they can build experience, and more importantly build confidence. The assistant is not shooting as the second, but they are getting an opportunity to learn without the pressure of deliverables, and often times they are making a little money as well. Often times you will see opportunities like these posted on the forum as "tag-a-long" opportunities, and these can be a great opportunity if done with the right photographer.
