Truly, I think they don't want or desire the photography business. I heard when they opened, photographers and clients were everywhere...so they had to crack down.
Honestly, it's a business...their business...it's not a public park...
I do think it's a bit steep, but, they want to discourage the kind of activity that comes with shooting bridals...In many cases (mine, usually), it's more than just one photographer. Lately, I take an assistant and a second shooter...there are reflectors...lights...etc.
If it's a location that isn't high traffic and they want to be courteous and generous to the community, I think that's wonderful. We all need more locations. But this is a hotel...with guests, who are paying for ambiance...the experience...they're not paying to trip over our equipment.
Another gorgeous location to shoot at is Hotel Zaza. And for no amount of money can you shoot there unless you either rent a room/suite and shoot in that OR you have a wedding/reception booked there. They're very nice about it...but a big old "no"...I had a couple willing to rent a suite -- an expensive suite ($1700/night) -- if we could do their bridal/engagement session there. And Hotel Zaza said "no"...

There are plenty of places to shoot here, however, that are either free or reasonably priced...many places...it just takes a little creativity and legwork...
