The ST-E2 is on the hotshoe, as well as the wireless triggers. You then mount a flash on a lightstand with either the receiver or a Canon flash in slave mode.
Do some searches on the Pros and Cons of the ST-E2 and decide what's best for your uses.
If I were to use my EX430 on slave, I imagine it won't be as bright as some other different kinds of strobes, etc. Would you use the EX directly or with an umbrella or anything? I guess it would depend on if you were indoor or outdoor as well.

It also depends on the look you're going for. Umbrellas = soft light (generally). Direct flash = hard light, which is sometimes desireable- again, depending on the look you're going for.
The 430 is a fine light to use off camera, and on. I have 2 430's that I use to light the dance floor at weddings, as well as for cake shots and more. Of course it's not as powerful as the 580EX, but it's pretty good. Getting a couple of 580's will set you back about $750, while the 430's are around $200 each, as you know.
I used to use the two 430's with the ST-E2 a lot, and two lights look better than just one for applications I would use it for.
